Public hearings on MassHealth 1115 demonstration renewal

The current MassHealth 1115 demonstration/waiver that covers most people under the age of 65 expires on June 30, 2014. You may remember that MassHealth proposed a number of waiver amendments related to the Affordable Care Act in May 2013 and submitted the amendments for approval (with a few changes based on comments received) in June 2013. As far as we know, CMS has not yet acted on the pending amendment request.  Meanwhile, in order to renew the waiver after June 30, 2014 MassHealth has now released for public comment a draft request to extend the waiver. After the comment period, it will submit an extension request to CMS. 
It looks like the extension request assumes that the eligibility and enrollment changes requested  in the June amendment will continue in the renewal period. There were many positive changes proposed in the amendment that we supported and hope will be approved, but two changes urged by MLRI and other advocates were not made by MassHealth: Continuing to offer a PCCP option in the new MassHealth CarePlus program, and Restoring 3-month retroactive eligibility. We are still reviewing the extension request to understand what changes MassHealth is proposing for July 1, 2014 and what opportunities there may be for additional positive changes.
