#HandsOffSNAP - Statement/video of Jim McGovern on SNAP Cuts & litigation; DTA suspends HIP purchases for Feb 23 to May 15th (fliers included)

First, we wanted to flag this eblast below from Congressman McGovern as well as the video link of his comment on the litigation. #HandsOffSNAP 
 
Second, we've made some data updates to our summary chart of the three Trump Admin SNAP cuts based on recent data from DTA on the impact of the ABAWD cuts and the data DTA included in their comments in opposition to the "broad-based categorical eligibility" (BBCE) and "standard utility allowance" (SUA) proposed rules. The impact is higher than we initially projected.  
 
Third, DTA sent out notice last week that the HIP program will be suspended from Feb 23rd through May 15th (largely due to the very successful nature of the program and projected lack of funding to continue through the winter months).  But the HIP campaign is gearing up for more robust funding for FY21. Just wanted to flag one of Chairman McGovern’s Press Releases and videos regarding his opposition to the Trump Administration’s SNAP ABAWDS Rule that may go into effect on April 1, 2020. During this press conference, the Rep. McGovern stood alongside Nutrition Subcommittee Chairwoman Fudge, Rep. DeLauro, Rep. Panetta, Rep. Moore, Rep. McGovern Applauds House Legal Action

Against Trump Administration’s SNAP cuts

WASHINGTONCongressman James P. McGovern (D-MA), Chairman of the House Rules Committee, issued this statement after the U.S. House of Representatives filed an amicus brief in the United States District Court for the District of Columbia in the case District of Columbia, et al. v. U.S. Department of Agriculture, which seeks to block a Trump Administration rule that would restrict access to Supplemental Nutrition Assistance Program benefits for hundreds of thousands of Americans.

The amicus brief builds off of McGovern’s work last year to bring to the House Floor a rules package that directed the House General Counsel to explore all legal options in response to the administration’s proposals to restrict SNAP eligibility:

“We will not stand idly by while President Trump takes food off the table of hungry Americans. As Chairman of the Rules Committee, I’m proud that on day one of this Congress, we passed a rules package that empowered the House General Counsel to explore all legal options in response to the Trump administration’s expected cuts to SNAP eligibility for vulnerable adults.

 

“The amicus brief the House filed today makes clear that the administration’s rule is not only unbelievably cruel – it’s also contrary to the purpose of SNAP and in opposition to a bipartisan, bicameral decision in Congress.”

Dear HIP Stakeholders:

 

We appreciate your continued support of the Healthy Incentives Program (HIP). Please note the following HIP operations schedule:

 

  • The last day for clients to earn the HIP incentive this winter will be February 23, 2020.
  • HIP will resume on May 15, 2020.

               

English and Spanish language flyers communicating this change are enclosed for your use. Flyers in thirteen additional languages will be available shortly at mass.gov/hip. Clients will be also notified of the HIP pause by robocall, notification through the DTA Connect mobile app, a recording on the DTA Assistance Line, and a notice banner on mass.gov/dta.
