The conference committee on the fiscal year 2015 budget was reported out this weekend. A small victory was the restoration of dentures in the MassHealth adult dental program to be implemented no later than May 15th, 2015. The program also funds fillings for all teeth for the full fiscal year. Further adjustments to the adult dental program are authorized with notice given 45 days before implementation to the committees on ways and means. Next spring a report is due from Medicaid detailing the gaps that still exist between the full adult dental program and what is in place at that time. This should serve as a useful tool in next year's budget process on the issue of complete restoration of the full adult dental program.Another closely watched issue in the health budget was the issue of reintroducing statutory protections on affordability for the lowest income Connector Care program participants. The preferred House language did not make it into the final conference budget.
