EEO Complaint filed against the Census Bureau pursuant to 29 C.F.R. 1614.204, for rejecting employment applications because of stale, unpredictive, sealed or prior arrest or criminal history.  The Complaint alleges that the Census Bureau’s policy and practice of employment exclusion based on arrest or criminal history is race discrimination violative of Title VII because such a policy and practice has a disparate adverse impact on African-Americans and Latinos.
