2015 Open Enrollment started on Nov. 15, 2014 and ended on Feb. 23, 2015. It was the time in which people could freely purchase non-group health insurance on their own and also coincided with a new eligibility and enrollment system for MassHealth & the Connector going live and with various forms of coverage ending for about 400,000 people who had to reapply in order to obtain coverage in 2015. The state produced a series of daily and weekly "dashboards" reporting on the progress of the new computer system in making eligibility determination and processing enrollment into new coverage for 2015. It specifically tracked eligibilty and enrollment for people whose coverage was ending: temporary MassHealth, Commonwealth Care (including Medical Security Program enrollees in Network Health) and private insurance (Qualified Health Plans). The "dashboards" with this information are posted on this website. Attached is the weekly dashboard through Feb 26, 2015. By Feb. 26, 2015, over 500,000 determinations had been made and over 400,000 people enrolled. However, only about 40% of temporary MassHealth members had re-enrolled, and only about 60% of Commonwealth Care members had reenrolled.
