Romney In a 30-page opinion federal district court judge Zobel finds for plaintiffs on their claims that children & youth under age 21 have been denied access to dental care in MassHealth in violation of federal statutory requirements of "reasonable promptness" and EPSDT due in part to low reimbursement rates.
