In late 2004, many Food Stamp recipients who also receive Medicare benefits began participating in the Medicare Prescription Drug Discount Program (MPDDP). In January 2006, MPDDP will be phased out and Medicare Part D will replace it. Medicare Part D will be available to all persons who receive RSDI and SSI benefits (the dual eligibles), and persons who receive RSDI-only, if otherwise income and asset eligible.

PDF Document Field Op Memo 2006-06: No Increase in FS as a Result of Cash Program Sanction BEACON Automation on Riverside Rule

With the deployment of Increment 2.1.18 the Department will automate the FS Attributed Amount (“Riverside Rule”) function in BEACON. The Riverside Rule requires that the Department not increase Food Stamp benefits when an AU’s benefits under another federal or state means-tested program as defined in 106 CMR 360.030 have been decreased (reduced or suspended, but not when an AU’s cash benefits are terminated) due to fraud or a failure to comply with a requirement of the program that imposed the benefit decrease.

Recertification of Bay State CAP Assistance Units (AUs) will occur either when the Social Security Administration (SSA) redetermines eligibility for Supplemental Security Income (SSI) or when the Department of Transitional Assistance (DTA) recertifies the AUs. It is expected that the majority of Bay State CAP AUs will be recertified for food assistance benefits as part of the SSI redetermination. However, some Bay State CAP AUs will not be redetermined for SSI within the three-year certification period for food assistance benefits. The final USDA approval for Bay State CAP allows DTA to recertify Bay State CAP AUs.

Given the increased focus on registered sex offenders living in Massachusetts communities and the safety threat that such persons might pose in a family shelter, the Department has formalized its Emergency Assistance (EA) shelter intake and placement policies. Effective immediately, TAO staff will be required to determine if any member in the EA AU age 10 and older is listed as a sex offender with the Sex Offender Registry Board (SORB). Placement of the family will not be delayed awaiting information from SORB.

The Department has determined that there are 89 AUs whose FS benefits were closed or denied in error because of incorrect monthly net income limits in BEACON. These AUs were calculated using the old net income limits (i.e., standards in place before the last FS COLA, effective September 23, 2005).  The error was identified among AU sizes 1 through 4. The monthly net income parameters have since been updated in BEACON.

TAO Staff must destroy all copies of Attachment A and use the Learning Disability Screening Consent Declination form sent with this memo. If any applicant or recipient signed the Assessment Section of the previous form, the revised form must be mailed to the recipient with a request to resign the appropriate LD Assessment consent or waiver portion of the form.

In an effort to better track component activity and simplify data on BEACON, effective with BEACON Increment 2.1.19 certain obsolete “Meets Compliance” reasons on the Work Requirements window are being eliminated. Those reasons are: “Meeting WPR through SJS,” “Meeting WPR through WTW” and “Meeting WPR through Voc Rehab.” Additionally, one obsolete “Good Cause” reason is being eliminated from the Good Cause tab of the Monitor Participation window: “Conversion-Good Cause.” None of these reasons will be selectable once BEACON Increment 2.1.19 occurs.

The notice will inform the applicant about the increased January 24, 2006 EA Eligibility Standard and advise the applicant to return to the TAO if he or she wishes to reapply for EA benefits; • Reviewing EA AUs who were changed to EA Six Months AUs from January 24, 2006 through March 31, 2006 because the AU’s income was calculated before the increased January 24, 2006 EA Eligibility Standard was used in BEACON; and • Calculating the correct escrow amount for an EA Six Months AU that was created on or after January 24, 2006.
