Word Document CLE flier for Elders on Elimination of Food Stamp Asset Test

Attached is a flier - jointly developed by DTA and MLRI - targeted for elders and which announces the new food stamp rules effective June 9th. A separate flier is being developed specific to persons with disabilities. Although elimination of the asset test affects all FS households (with the exception of certain households under sanction), this flier is designed for elder households who have low participation in the FS program and may be discouraged by the asset questions on the application.

PDF Document Field Op 2004-41: Processing Food Stamp Applications from Residents of Licensed Group Homes for the Blind/Disabled

Over the past several months, the Department of Transitional Assistance (DTA) in partnership with the Department of Mental Retardation (DMR) has tested a simplified application process for residents of licensed group homes. Given the success of this initiative, DTA is now expanding this streamlined process to FS applications from residents of group homes licensed by any state agency in the Commonwealth. DTA is currently working with DMR and DMH licensed group homes.

Throughout the past year, the Department of Transitional Assistance (DTA) in partnership with the Department of Mental Health (DMH) has tested a simplified application process for DMH clients. Beginning in March 2004, the Fitchburg TAO began receiving and processing FS applications from DMH clients in Western Massachusetts. Given the success of this initiative, DTA is now expanding this streamlined process to FS applications from DMH clients statewide.

PDF Document Field Op Memo 2008-14: Extending Food Stamp certification periods

Instructs FS workers (aka AU managers) to give elder/disabled households 24 month certification periods, and all other households 12 month certification periods (with listed exceptions for expedited FS, transitional benefits (TBA), Bay State CAP. etc). For many households, this means less frequent reapplication forms, less frequent interviews, fewer trips to the DTA office. Households are still required to report changes (and provide relevant verifications) that affect benefit amount or eligibility, but they are not required to do a full case certification or interview.

PDF Document FNS Guidance on Separate Household Status for Some Disabled Food Stamp Recipients

On June 12th, 2006, USDA issued policy guidance clarifying that a disabled person may be considered a food stamp household separate from a person who resides with him or her and purchases and prepares food separately on the disabled person's behalf. The issue arose in litigation in Alabama. Attached is a copy of the recently issued USDA Guidance.

This FS application form is used by SSA District Offices for "pure" SSI households that do not qualify for Bay State CAP, or who wish to apply for regular food stamps to get expedited or higher FS benefits. SSA offices have an obligation to take FS applications "at any time" and not refer SSI applicants or recipients to the local DTA office. See 7 USC 2020(I). Manchaca v Chater, 927 F. Supp. 962 (E.D. FYI: Administrative Fees for SSI/RSDI Representative Payees

Some Food Stamp recipients on SSI/DDSI have representatives who charge fees for administering the benefits. In these cases, the portion of the benefits that go to pay these fees should be treated as noncountable income for Food Stamp purposes.
