PDF Document Food Stamps - SSI Recipient One-Page Application

According to DTA Field Operations Memo 2005-4, this one page FS application form is used only by SSA District Offices for "pure" SSI households that do not qualify for Bay State CAP, or wish to apply for regular food stamps to get expedited or higher FS benefits.  SSA offices have an obligation to take FS applications "at any time" and not refer SSI applicants or recipients to the local DTA office.  See 7 USC 2020(I). Manchaca v Chater, 927 F. Supp. 962 (E.D. Tex 1996), see also SSA Policy Operations manuarl, Section SI 01801.005.

FY 06 Food Stamp Cost of Living Adjustment (COLA)

The federal food stamp benefit levels, shelter related deductions and
some of the gross income and net income tests increased October 1st due to the annual COLA.   Information on how this effects FS eligibility and benefits.

Word Document Jan 2006 Federal Poverty Guidelines; 200% Food Stamp Categorical Eligibility Rules

Attached is a chart with the recently updated FPL. It was prepared with EA in mind, as the EA guidelines changed based on the FPL change. But in addition to EA, the 200% gross income test used for families under the "categorically eligibility" food stamp rules (106 CMR 364.976) should also increase immediately. Although the 130% gross income test and the net income tests do not increase until October 1st, the gross income test for categorical eligibility is pegged to the FPL and historically DTA has revised it when HHS revises the numbers.

PDF Document October 2007 Food Stamp increases

Federal food stamp allotments and deductions increase effective October 1, 2007. DTA's notices for October still use the old amounts, but people should receive the increased amounts in October. A chart from the Food Research Action Center with the new amounts is attached.
