| Field Op Memo 2007-35: Clarification of the TAFDC Family Cap Exemption/Waiver Request Process New exception form does not instruct (as old one did) that if child was conceived as a result of forced sex by an intimate partner the person must complete a family cap waiver request rather than an exception request. A person whose child was conceived as a result of forced sex with an intimate partner can request either an exception or a waiver.
