New exception form does not instruct (as old one did) that if child was conceived as a result of forced sex by an intimate partner the person must complete a family cap waiver request rather than an exception request. A person whose child was conceived as a result of forced sex with an intimate partner can request either an exception or a waiver. The memo also clarifies that meeting with a domestic violence specialist is always voluntary and offices are not to deny exceptions or waivers based on a person not following up with a referral to a specialist.

Non-exempt individuals who are mandated to participate in basic education or skills training or supported work must request domestic violence waivers if unable to comply due to domestic violence. The process is the same as for the work requirement.
